1. Report back and discussion arising from the meeting between officers of WSCC and representatives of local cycle forums.
JP felt it was worthwhile attending and a positive experience. Simone welcomes contributions from the cycle forums and wants feedback from us on the Worthing section of LTP3.
With regard to the issue of safety audits Guy (?) stated any road with a cycle lane must have parking restricted to one side.
The issue of “20’s Plenty” was raised …. for detail on this discussion refer back to emails from JP and Duncan.
Several individual improvements were proposed however it was felt that the thrust of future action should be on ensuring the LTP3 has specific statements/commitments to speed reduction on residential roads – the 20’s Plenty Campaign. It was noted that the Oxfordshire LTP3 document is 8 pages long and the WSCC draft LTP3 was over 100 pages. A possible money saving opportunity for WSCC could be their printing bill. Einar was tasked to investigate other counties LTP3 documents.
It is proposed speed reduction statements be incorporated into all relevant ‘Strategic Goals’.
If there is ‘no money’ for any cycle infrastructure what are the justifications for the Mill Road and Heene Road schemes referred to in the LTP3? Could money be saved and safety improved in another way?
It was agreed to formally invite Simone to the next Revolutions meeting. (Beechwood Hotel on 8th September 2010 at 7:30)
Lionel Barnard has requested a review (officer’s report) of 20mph limits. Julian Harris is the main officer.
2. 20’s Plenty update.
If residents can gather 3000 signatures WSCC has a duty to debate the issue. This nugget came from Chichester Cycle Forum. It is proposed we get involved. Chichester have 300 signatures, Tarring Residents have their own 20’s Plenty petition running. How many people voted in the Worthing Herald survey? The LibDems also have a 20’s Plenty petition. How many signatures did they get?
There is however an issue over a common wording on the petitions. Will the one for ‘Chichester’ and for ‘Worthing’ be considered different petitions by WSCC? Duncan to investigate.

3. Website progress.
To see progress on the new website go to ‘http://test.worthingrevolutions.org.uk’. Anthony welcomes views.
Site separates issues from locations for easier navigation.
Anthony will demonstrate the new website at the next Worthing Forum meeting (22nd Sept 2010 at 18:30 in the Gordon Room).
Anthony offered pizza and drinks to anyone who would like to be part of a website working party.
The continuing problems with the mailing list will be solved with the new website. The sign up and exit information will be part of the website.
20’s Plenty is the most clicked on item on the Quest newsletter.
4. Worthing Cycle Network as represented in the LTP3.
Corrections to the cycle route map in LTP3 as seen by the group to be collated and sent to Simone by Anthony.
At the next meeting of Revolutions we will produce the outline for a Revolutions Cycle Map of Worthing.
Issues to be addressed will be – descriptors for suitability of roads for cycling – distribution – advertising.
Cheltenham (?) have produced a map which gives not only roads (routes) but identifies areas where cycling might be easier/safer than others.
We need to undertake a cycle route audit of Worthing. The Findon route appears to be the most clearly signed apart from the issue of a tree in St.Lawrence Ave.
5. AOB
Worthing Gateway Project. Are we aware of an interesting plan for shared use or 3 sets of traffic lights?

Note – Worthing Cycle Forum flyers needed asap for distribution on bicycles parked in town. We need to ask Mary Lermitte to get these printed in time for the next meeting. (Duncan to email).
Quest will put details on website. Michael’s Cycles will display small poster in window. M’s Cycle Hire on the prom at Steyne Gardens will take flyers and display a poster for the Cycle Forum. Will other cycle shops take one? Is it possible to advertise in The Herald and Advertiser?

The 8-page document from Oxford is not Oxfordshire CC’s LTP3. It is the ‘Oxfordshire Active Travel Strategy’ contribution to Oxfordshire’s LTP3, with contributions from CTC Oxfordshire, Cyclox – the cycle campaign for Oxford, Living Streets – Witney, Oxford Pedestrians Association, Sustrans – Oxford & WitneyBUG. (I don’t think there’s much to be gained from investigating other county’s LTPs – better to focus on getting important things into ours.)
I had suggested that the WS Cycle Forum might adopt a similar set of policies and build alliances with other groups to promote them. I have had scant feedback from the WS Cycle Forum meeting – JP would know more than I – so I guess my suggestion wasn’t aired and that the forum isn’t taking that approach. Personally I don’t hold out much hope that the WS Cycle Forum will do very much at all – it has a long record talking a lot and achieving very little.
However, there is still a lot that we can do locally. Petitioning WSCC on 20’s Plenty would be one way and I think we should pursue that – and so much the better if it comes from the 20’s Plenty campaign rather than a cycling group – the broader the appeal the better. It’s also vital that we get as many individual comments as possible into the public consultation on LTP3. (Was the public consultation discussed at the Revolutions meeting?)
I’m prepared to put together a short briefing note that we can circulate (with the petition), stating the issues and encouraging people to contribute to the consultation. It will be on the same lines as th 8-pager from Oxford but much shorter. I would hope that it could be put out as a statement supported by Worthing Revolutions, 20’ Plenty for Worthing, Transition Town Worthing and Sustrans. (If anyone has links with other organisations that would support it, please let me know.) Note that the LTP3 consultation finishes in mid Sept (can’t check the date because WSCC website seems to have crashed!)
I would plan to maximise the use of email lists and websites to get the message out. It should be possible to get both petition and LTP3 Briefing out to email lists from Worthing Revolutions / Cycle Forum, Transition Town Worthing, 20’s Plenty, Worthing Green Social – again please add your suggestions. (I will also advertise what we are doing to other groups across West Sussex to try to get county wide support.)
